ELPA-Group has been founded in 1999 by Prof. Dr. iur. utr. Dr.s.c. Dr.h.c. Manfred A. Dauses, D.E.S., D.A.P. (E.N.A.,) and Prof. Dr. univ. Arsène Verny, M.E.S. as a society of German civil law (GbR).
Establishment of ELPA-Group represented a logical consequence of its founders´ experiences in the field of implementation of EU integration programmes in candidate countries of Central and Eastern Europe and the associated countries of Southeastern Europe. Founders of ELPA-Group have a substantial track record in provision of advisory assistance not only to various governmental institutions of Central and Eastern Europe but also to West-European governmental bodies by means of an excellent and multi-national know-how potential.
